The deck chairs on the USS Utah Cannabis Program are being shifted around again by the legislators who have come to love passing new cannabis laws every year, but the program is still hardly afloat… …and after these latest planned "improvements" may end up taking on more water.

In particular the expiration of affirmative defense letters is almost certainly likely to bring some patients into direct conflict with the law since there's no really adequate adjustment in the contemplated legislation….

…e.g., the never justifiable patient caps remain despite allowing other non-certified providers to approve 15 patients (there are no such caps on opioids), and patients get added to a controlled substance database.
