In our analysis the cartels were largely CREATED by prohibition and the Drug Wars, just as the rise or large-scale organized crime in the US – which had never existed before – was the result of alcohol prohibition, but whatever, even as societies around the world are taking back and forth steps on rolling prohibition back and scaling down the wars, they're here and have to coped with in one way or the other (or actually in many ways).
