Continuing our coverage of the just introduced CARERS act of 2017, TRUCE regards this bipartisan bill as perhaps the most important action that currently seems feasible on the federal level.

While limited in scope, and more limited than the 2015 version which didn’t get a real hearing, this bill would nonetheless help state proponents make their case, secure in the knowledge that the federal government was no longer standing in the way of state medical cannabis programs and all forms of research.

Because it’s more limited, it may gain a greater measure of Congressional support, e.g., Utah Senator Mike Lee is a co-sponsor.

“In addition to prohibiting federal prosecution of patients and their suppliers, the CARERS Act would eliminate some obstacles to research, allow doctors employed by the VA to recommend medical marijuana in states where it is legal, and remove CBD, a nonpsychoactive but therapeutically promising component, from Schedule I, the most restrictive category under the Controlled Substances Act.

The bill, which was originally introduced in 2015, no longer includes provisions that would have removed marijuana from Schedule I and protected banks that serve the cannabis industry.”
